Since September 1, Austria's Freedom of Information Act (IFG) has been in force – here is our first review.
For the City of Vienna, it was a big step to create the internal foundation: more than 70 departments had to be enabled to publish and manage documents online. At the core is "Open by Default": information is public unless there are strong reasons against it. Transparency becomes the rule – a cultural shift that builds trust and modernizes administration.
To make this work, we built a technical infrastructure: colleagues release documents via the ELAK workflow with the four-eyes principle. In the background, Alfresco handles structured storage and automatically creates an entry on data.gv.at. Linked with retention periods, this brings more automation – enabling both transparency and efficiency.
The first three weeks already show results: since September 1, **51 documents** have been uploaded. My personal selection:

Of course, IFG also brings challenges. Some questions are not easy – especially for complex, far-reaching decisions. But this is exactly the point: IFG sparks broader public debates and makes government action more understandable. Public scrutiny is the best quality assurance for transparency.

Drei Wochen IFG in Wien: Seit 1. September ist das Informationsfreiheitsgesetz (IFG) in Kraft – Zeit für eine erste Bilanz.
Für die Stadt Wien war es ein großer Schritt, die Basis zu schaffen: Über 70 Dienststellen wurden befähigt, Dokumente online bereitzustellen und zu verwalten. Kernprinzip ist „Open by Default" – Informationen sind standardmäßig öffentlich, außer es gibt triftige Gründe dagegen.
Dafür haben wir eine technische Infrastruktur aufgebaut: Kolleg:innen geben Dokumente workflow-basiert über den ELAK frei, hinterlegt mit dem Vier-Augen-Prinzip. Im Hintergrund sorgt Alfresco für die Ablage und erzeugt automatisch einen Eintrag auf data.gv.at. Gekoppelt mit Skattierfristen bringt das mehr Transparenz und Effizienz.
Die ersten drei Wochen zeigen Wirkung: 51 Dokumente sind seit 1.9. veröffentlicht worden. Meine persönliche Auswahl:

Natürlich gibt es auch Herausforderungen: Manche Fragen sind komplex - insb. für weitreichende Entscheidungen. Doch genau hier eröffnet das IFG die notwendige öffentliche Debatte. Öffentliche Auseinandersetzung ist die beste Qualitätssicherung für Transparenz.
